If you have been cited for a civil infraction of Billings Municipal Code which is punishable by fine, but not imprisonment, and in some instances, and Order of Abatement requiring you to fix the underlying code violation. Civil infractions are not criminal charges, and you cannot be sentenced to jail time for a civil infraction. IF YOU DENY THIS VIOLATION AND REQUEST A TRIAL: YOU may bring witnesses and present your case to the Municipal Judge. The citing officer must prove that you committed the infraction by clear and convincing evidence. YOU may represent or hire an attorney at your expense to represent you. If you hire an attorney, you must notify the Court immediately in writing. Since you are not facing the possibility of jail time, you are not entitled to have a public defender appointed to represent you. IF you fail to show up for your trial on your trial date, OR IF YOU DO NOT RESPOND OR APPEAR to a "No Appearance Required" citation within Fourteen (14) days, the Court will enter a default judgement against you for the fine amount, authorized surcharges under state law and city ordinance, court costs and fees as provided in BMCC Section 18-1204, in addition to a possible Order of Abatement. Unpaid default judgements will be forwarded to collections and subject to an additional 30% collection fee.

Yes, transfers are free within the first half hour of boarding a MET bus. To transfer, notify the Bus Driver of the transfer and you will be provided a transfer slip if you paid with cash. Give this slip to the Bus Driver on the second bus when boarding. If you pay using an UMO fare card or smartphone app, the system will track your transfer eligibility for the 1/2 hour timeframe, and you will not need to get a transfer slip from the Bus Driver.

Meeting rooms are available on a first-come, first-served basis, though Library-sponsored programs will always have priority. Call (406) 657-8290 or stop at any service desk to make meeting room reservations.
The last meeting of the day must be over by one hour before closing time. Food and drink are permitted in the meeting rooms, but groups must leave the rooms clean at departure. Prior to the meeting, the booking must be confirmed by completion of a meeting room reservation form at the Library.
Meetings must be open to the public at no charge to those attending and may be held only during the time from one hour after the Library opens until one hour before the Library closes. Private, commercial activities are prohibited and City Code prohibits alcoholic beverages in public buildings.Third floor meeting room: This is available Monday - Saturday after 10:00 am. No meetings are permitted on Sundays. Meeting room space will be booked for one meeting at a time, dependent on availability, no more than three months in advance. Only one meeting or event at a time will be held on the third floor.
Second Floor Computer Classroom: The Computer Classroom has 12 PCs available for training or taking online tests. The computers are equipped with standard office software. No food or drink is permitted in the Classroom. It is available each open day, including open Sundays from 1:30 pm to 4:00 pm. Reservations must be made through the Assistant Director or Administrative Coordinator for organizations outside the City of Billings wishing to use the computer classroom; only one reservation at a time is permitted.
For the Second Floor meeting rooms, multiple meetings may be scheduled as follows:
- Daily for five days (one week)
- Weekly for four weeks (one month)
- Monthly for four months, if the group meets regularly
Second Floor Large Study: The Large Study is a conference room that can seat small groups. Maximum group size is 15 people. It is available each open day, including open Sundays from 1:30 pm to 4:00 pm.

Generally speaking, the library is open from 10:00 am - 9:00 pm, Monday - Thursday, 10:00 am - 6:00 pm Friday, and 10:00 am - 5:00 pm Saturday. Sundays from the weekend after Labor Day to the weekend before Memorial Day, the library is open from 1:00 pm - 5:00 pm. The library is closed on Sundays during the summer.

The library has unfiltered Internet terminals for adults, and filtered Internet access for Teens, available at no charge on the second floor, and filtered access in Children's Services on the ground floor. Teen and Children's computers are available only to patrons ages 17 and under. The patron must have a valid library card if a resident of Montana, or proof of state residence (driver's license). Internet terminals may be used for a total of one hour each day on a first-come, first- served basis. Cardholders will need their card number to sign on to a terminal. Visitors must get assistance from the Reference or Youth Services staff. Terminals in the Children's Services and Teen Pit areas use a filtered browser. There are two PCs with office applications available for adult public use on the second floor. Time slots are available an hour at a time, using the automated reservation system. Programs available include the Microsoft Office Suite 2007 or 2012, Open Office, and Microsoft Picture Manager. The Microsoft Office Suite 2010 is also available for Children and Teens on the Games computers in their respective areas - Children's Services on first floor and the Teen Pit on the second floor. Some of the items that do not require a permit are:

In addition, certain construction activities in the public right of way may require permits.

Plans are reviewed by the type of project and the order in which they are received. Expediting a permit would necessitate delaying another permit. There are seldom instances where each applicant is not in a hurry. The best way to expedite your permit is to submit a quality set of plans with complete and detailed information. Part of the plan review process is to examine submitted plans for conformance with all codes, laws, and ordinances. This includes all phases of construction including site, structural, architectural, plumbing, mechanical, and electrical drawings. The plumbing and electrical detail may be excluded on single-family residences provided the location of the mechanical equipment is shown. Commercial plans need to be stamped by a Montana-licensed architect or engineer. Handouts are available from the Building Division.

The Building and Engineering Divisions normally review plans in the order in which they are received. However, single-family residential and other projects of a minor nature are mixed in with the review of more complex plans to maintain desired time frames. Fees are based on the valuation assigned to each individual project. On large commercial projects valuation may be determined by a competitive bid process. Other commercial and single family structures are assigned a value based on square footage. Remodels are determined by contract price or the estimated value of material and labor.

(a) Ground level flowers/decorations are only allowed in city furnished flower receptacles. Any inappropriately placed ground level flowers/decorations will be removed and discarded by the city.
(b) Ground-level flower receptacles are not to be used from October 15th through May 15th.
(c) Exception to subsections (a) and (b) is granted for cultural holiday decorations. This includes birthdays, date of death, and anniversaries, provided they are clearly marked on the monument. Ground-level, holiday grave decorations are allowed three (3) days before and three (3) days after the holiday.
(d) Christmas decorations are allowed from the day after Thanksgiving through the first week of the New Year.
(e) Memorial Day decorations are allowed from May 15th up until the first Monday following Memorial Day. Memorial Day decorations in the cemetery’s Veteran’s section are allowed until June 7th.

Flowers and decorations which are not in a standard flower container are not allowed in Mountview Cemetery. The Cemetery makes an exception to that rule during Memorial Day. All Memorial Day flowers not in a standard flower container are removed the Monday following Memorial Day. If you need a new standard flower container, they are available for purchase in the Cemetery Office for $50.

Return completed applications to the clerk's office for review by a judge. There is no charge for an Order of Protection.

If the ticket was recent, we will ask that you contact the Billings Police Officer who issued the ticket. Often times the officer will remember what the offender looked like and can verify that you were not the individual he/she issued the citation to. Misdemeanors offenses that are committed inside the City limits are prosecuted by the Billings City Attorney’s Office, which are handled in Billings Municipal Court. All misdemeanors that are committed outside of the City limits but still in Yellowstone County, such as Lockwood, Shepherd, Huntley/Worden, Custer, and even some locations inside of the city limits, such as the Metra or certain parks, are handled in Justice Court and are prosecuted by the Yellowstone County Attorney’s Office. These cases are investigated by various law enforcement agencies such as the Montana Highway Patrol, Yellowstone County Sheriff’s Office, Fish & Game, and Motor Carrier Services. If it is an emergency, call 911 immediately. If you want to report a crime that has already occurred and you live within the city limits, please contact the Billings Police Department at (406) 657-8200. A peace officer will respond and start an investigation by asking you a series of questions. Once the investigation is complete, the officer may or may not arrest the individual. If no arrest is made, the report may be submitted to the City Attorney’s Office to be reviewed by a prosecutor who will decide what charge(s), if any, should be prosecuted. It is at the prosecutor’s discretion whether or not each case is charged.

City staff does not perform credit history checks on applicants. Assistance is provided to eligible applicants that are able to receive a loan from a lender for the mortgage financing. The lender has certain criteria for underwriting their loans. If your credit is less than desirable the lender will let you know; you are entitled to receive a credit report and explanations on why you were denied credit. Seek guidance from your lender on how to bring your credit score up enough to qualify for a loan.Home Buyer Programs

This has happened on occasion and that is why staff stresses the importance of you the home buyer being comfortable with your purchase by having qualified people assist you. Older homes are not always perfect and repairs are going to arise. If you aren't sure about the furnace, water heater, sewer, roof or any item in the home have these items checked by the proper people. Have the seller fill out and sign a disclosure statement on the condition of the home. If any problems occur after you have taken possession, resolving these issues is between you and the seller and may have to be addressed in civil court. Ask your Realtor what they will do to assist you if this should occur. City staff verifies that you haven't owned a home in the last three years and household income is within the guidelines for receiving assistance. When you receive the preliminary approval letter from the City, it means you are income eligible to participate in the program. Yes. The City puts itself at greater risk if the homeowner is allowed to remove the equity from the home through a home equity loan. The City remains in what is known as a "second position" behind the mortgage. This means that should you default or sell the home, the mortgage gets paid first then the City receives it's funds with any remaining funds going to the homeowner. Lenders have asked the City to take "third position" behind the home equity loan. This is prohibited and cannot be approved. Many applicants have taken out home equity loans as they have gained equity and used a portion of the funds to repay the City, which would release the restrictions on the property. The City of Billings Parking Division was awarded a grant from the State of Montana DEQ to purchase a number of Level 2 Electric Vehicle Charging Stations. There are two locations: 2 dual units with a total of 4 ports located in the 1st Ave N garage (Park 2) by the Downtown Wells Fargo drive thru and 1 unit with 2 ports located in the Hospital Corridor on 29th Street between 10th and 11th Ave N.
The spaces are reserved for Electric Vehicles (EV) only. Non-EV vehicles will receive a parking citation if found parked in the EV parking spaces. The charge is $3.00/hour with a 5 hour maximum stay and are available 24/7. All the EV meters will accept coin and PayByPhone. Credit Card Meters are available at the EV stations in the 1st Ave N garage (Park 2). -

The downtown parking area has an escalating fine amount when a vehicle is in violation of either a "posted sign" or "metered" violation because of the timed parking regulations. The purpose behind timed parking is to increase vehicle turnover for the downtown businesses and support economic development.

What type of crime was committed and what agency arrested the person will determine when and where the person will appear. The meter and shut-off valve are typically together and usually can be found in the utility room, or basement of your residence. If this valve is inoperable, the City will need to shut off the service at the curb-valve for the property so you can repair your shut-off valve. Our previous system had no reporting capabilities, making data retrieval nearly impossible. It couldn't send service orders electronically to our meter service technicians, so we used paper, manually divided tasks between the service techs, and arranged them by location as best we could. The legacy system also lacked accurate data needed for our Geographic Information System – GIS, which plays a vital role in managing our critical infrastructure.

The new system offers a robust electronic service order system and routes the service orders to be most efficient geographically. With over 500 miles of water main, more than 32,000 water meters, 13 pump stations, 18 storage reservoirs, over 4,700 fire hydrants, and soon-to-be two water treatment plants, we rely on accurate data to make smart decisions about maintaining and improving our system. This new billing system will ensure we can manage these resources efficiently and provide reliable service for Billings.

The primary reason for the long delays in issuing bills is the data in the software system we converted from. We have always had issues with that software when trying to get data out of the system. While every effort was made to transfer as much accurate information as possible and test it thoroughly, there was still a large amount of missing data and corrections needed before issuing bills. The billing system “bugs” have been addressed, and while we expect more might come up, the bills should be back on schedule after mid-November. We do not anticipate any future bills covering longer than a 30-day period.

The upgrade was initially planned for February but had to be delayed twice due to issues with the old system. The conversion took place in May, and the first bills on the new system went out in June. The delay didn't occur until after we got through the first cycle. If the problems had appeared before the first bills went out, we would have waited until the fall to transition.
Our team is working closely with the vendor to ensure all bills are accurate, which is why the process has taken longer than expected. While we’re committed to getting this right, we understand the frustration this has caused and truly appreciate your patience! •Determine if storm and garbage fees were billed correctly based on the abnormal billing periods. Verify proration if applicable.
•Verify that billing cycles and periods were maintained correctly (i.e., no double billing for same or overlapping periods).
•Verify that automatic payments for customers on autopay match what was billed (i.e., no extra debits have been taken).
•Review the CITY’S decision-making process and public communication related to the bills in question. Document where CONSULTANT observes opportunities for process and communication improvements.
•Review summary bill process and multi-account holders online access compared to the industry best practice.
•Report findings to staff and council including a description of the processes used throughout the review and a presentation at a public council meeting.

The price of the audit service is $33,000.
The City also decided to proceed with additional meter testing, which will cost an estimated $42,500. This optional step brings the audit’s total to $75,500.
During the additional meter testing, residential water meters will be randomly selected, and with the property owner’s approval, will be physically removed and tested for accuracy.
SL-serco will hire a third party to conduct the water meter testing and will compile the results into a secondary report.

At this moment, the payment will come from utility finances. If the audit reveals that another entity is responsible for any errors, the city will pursue a remedy.

Bills have been mailed at unusual times compared to historical 30-day utility bills.
We've put together an example of a monthly billing schedule to help you review your bills and know what to expect moving forward.
Your schedule may have different dates, but the general example of the billing periods should be the same unless you were one of the few customers who received a 3-month bill.
To check your billing period, look at the top right side of the bill for the period of each billing cycle.
The dates should be the same from the end of one period to the beginning of the next (e.g., 8/5-9/5 and 9/5-10/5).
To avoid overlap, the time of day meter readings are taken will rotate from one billing cycle to the next. For example, for the first bill, meter readings are taken during the day, and then for the following bill, the meter will be read in the hours after.

We understand if you need a few months to catch up on your utility bill. If that's the case, you do not need to contact us for now.
We are not currently offering payment plans because we are not charging late fees.
You can make payments as you can, and if you are not caught up when late fees are reinstated, we can set up a payment plan at that time.

The meter that records water consumption has not changed with this conversion. Meters are tested before they are installed; if they fail, they read low or do not read at all. Due to the type of meters in the system, they do not increase consumption over time or when they have problems. Click here to watch a video to see how meters are tested for accuracy.
Due to the hot weather, the city's overall water consumption increased by 29% from the same time last year, as shown in the graph. While not everyone's use was 29% higher, the overall system demand was 29% higher, which means usage increased for some properties and decreased for others.

As a large-scale gut check, we looked at how much water was produced in June, July, and August 2024 and how much the meters read for all accounts. The plant produced 3,453 MG, and we billed for 2,932 MG, which is a difference of 15%. The last estimation for unaccounted-for water was 14%, so these numbers are reasonable. We will continue to monitor our unaccounted-for water to ensure it continues to track consistently.

Please remember that charges for solid waste services are based on the date the bill is posted. Since the bills have been mailed more than 30 days apart, the service period for solid waste has been greater than 30 days for many customers. The garbage fee will be at the normal monthly rate when the cycles are back to 30 days, and there will be a month that is less than a full 30-day fee before that. Late fees and shut-offs were suspended when the billing conversion went live due to concerns about the accuracy of the bills. Since the conversion, the City has worked with customers to ensure bills are accurate. After almost 1 ½ years, the regular process for late fees and shut-offs is set to commence for outstanding balances from the November bill. Depending on the billing cycle, late fees will start in December and January and turnoffs will commence in January and February. In order to avoid late fees, please pay the balance on the bill. If that is not possible, we are happy to work with you to set up a payment plan. Entering into a payment plan and meeting the plan's requirements will avoid shut-off of service.
