City Administrator

Responsibilities
The position of City Administrator was created by the city's Charter, which was adopted by voters in 1976. The City Council appoints and may remove the City Administrator. The City Administrator executes the policies established by the City Council and administers the affairs of the City consistent with the City Charter.

Primary Duties

There are three primary duties set by the Charter for the Administrator:
  • Administer and coordinate the overall activities of the City in accordance with the goals and policies established by the Council
  • Communicate the needs of the City, staff, and other governmental agencies by providing information to the City Council for action and / or policy guidelines
  • Present a balanced budget to the Council for their consideration and report quarterly on its status

Biography

Our rapidly growing healthcare sector employs over 13,000 professionals.  Billings Clinic is the regions only level I trauma center and Intermountain Health St Vincent Regional Hospital are both located in the City’s core.  Billings’ robust financial industry includes First Interstate, Stockman, Wells Fargo, US, and Western Security Banks employing over 3,500.   

As the business center for the northern Rocky Mountain and Plains states, Billings has excellent transportation routes served by I-94 and I-90, BNSF Railway and Billings Logan International Airport.  Both Federal Express and UPS have regional distribution centers in Billings.  BIL also provides direct passenger flights to Denver, Salt Lake, Dallas-Fort Worth, Minneapolis, Seattle, Las Angeles, Las Vegas, and Portland as well as several destinations in eastern MT through the Essential Air Service program.  

Add the scenic beauty of the Rims, Yellowstone River, Beartooth Mountains, Bighorn Canyon and nearby Yellowstone National Park and you can see why Billings is a great place to call home.

I have had the honor of serving as Billing’s City Administrator since 2018.  My wife Nicole and I have three daughters and a son-in-law.  Over the past 30 years I’ve also served as the City Manager of Bozeman and Kalispell, MT as well as Jonesville, MI and as the Executive VP for Zoot Enterprises an extremely successful financial technology company.  My master’s degree is from Western Michigan University.  Additionally, I am a graduate of the University of Virginia’s Senior Executive Institute and the University of Oklahoma’s Economic Development Institute.
