Emergency Services Consulting International (ESCI) was engaged by the City of Billings Fire Department (BFD) to provide a Master Plan for the future delivery of emergency services within the City of Billings and the adjacent Billings Urban Fire Service Area. This Long-Range Master Plan will assist the city in future planning and provision of comprehensive emergency services to the citizens of the service area. This report evaluates current conditions found to exist in the agency, projects future community growth and service demand, and provides recommendations to sustain or enhance current services over the next 10 to 15 years.
