Separate sealed bids for the construction of the Northwest Billings Connector and Marathon Loop (Build Grant #DTOS59-20-RA-BUILD) will be received by the City of Billings City Clerk, 210 N. 27th Street, Billings, MT 59101 or P.O. Box 1178, Billings, MT 59103 or until 2:00 p.m. local time on Tuesday, September 6, 2022, September 20, 2022 and then publicly opened and read aloud. The bid opening will be via a Facebook Live on the City's Facebook page: Billings MT City Government.

The project consists of two separate schedules as identified below. Contractors may bid on Schedule I, Schedule II or both. Award will be based on each individual schedule.
SCHEDULE I – W.O. 09-12: INNER BELT LOOP PHASE II which consists of construction of approximately 5 miles of 2-lane arterial road improvements from the existing roundabout at the Zimmerman Trail/Highway 3 intersection to Alkali Creek Road. Improvements include a 10-foot-wide multi-use asphalt path, drainage piping, roadway signage, and striping.
SCHEDULE II – W.O. 21-38: HWY 3 SKYLINE TRAIL PHASE II which consists of construction of approximately 2.9 miles of a 10-foot-wide asphalt path from Zimmerman Trail to the Billings Logan International Airport. Improvements include retaining walls, stormwater facilities, several paved parking lots and signage and striping.

There will be a Pre-Bid Conference in person at The City of Billings Public Works Office, 2224 Montana Ave., Billings, MT 59101 as well as virtually using Zoom/Microsoft Teams at 10:00 a.m. on Tuesday, August 23, 2022. CONTRACTOR and any of the CONTRACTOR’S subcontractors bidding or doing work on this project will be required to be registered with the Montana Department of Labor and Industry (DLI). Forms for registration are available from the Department of Labor and Industry, P.O. Box 8011, 1805 Prospect, Helena, Montana 59604-8011. Information on registration can be obtained by calling 1-406-444-7734. All laborers and mechanics employed by CONTRACTOR or subcontractors in performance of the construction work shall be paid wages at rates as may be required by the laws of Yellowstone County and the state of Montana.
The CONTRACTOR must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that for any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
Each bid or proposal must be accompanied by a Certified Check, Cashier’s Check, or Bid Bond payable to the “City of Billings, MT” in an amount not less than ten percent (10%) of the total amount of the bid. If the bid submittal includes bids for both Schedules I and II, separate bid bonds will be required for each schedule. Successful BIDDERS shall furnish an approved Performance Bond and a Labor and Materials Payment Bond, each in the amount of one hundred percent (100%) of the contract amount. Insurance as required shall be provided by the successful BIDDER(s) and a certificate(s) of that insurance shall be provided. Bids submitted via email shall have the bid bond scanned and included with the bid. Bids submitted via mail or hand delivered shall have any of the bid securities included.
No bid may be withdrawn after the scheduled time for the public opening of bids, which is 2:00 p.m. local time, Tuesday, September 6, September 20, 2022.
