Separate sealed bids for the construction of W.O. 20-07: Solid Waste CNG Station Expansion will be received by the Billings City Clerk, P.O. Box 1178, Billings, MT 59103 or until 2:00 p.m. local time on Tuesday, May 25, 2021 and then publicly opened and read aloud. The bid opening will be via Facebook Live on the City’s Facebook page: Billings MT City government. No hand delivered bids will be accepted.

The project consists of:
• Expanding the City’s existing compressed natural gas fueling operations at the Billings Operation Center by installing (12) slow-fill fueling ports and (2) fast-fill fueling ports.
o Installing all electrical, mechanical, structural, and storage systems necessary to complete the work
• Installing two electrical outlets at each of the (12) new fueling ports and adding a single new electrical outlet at each of the (16) existing fueling ports.
• Installing a SCADA system to report outages and errors experienced by the (2) existing compressed natural gas compressors.
• Installation of pin-down curbs, jersey barriers, movable concrete blocks, asphalt striping, relocation of movable structures, and any associated site work necessary to complete the project.

There will be an on-site Pre-Bid Conference at the City of Billings Operations Center conference room, 4848 Midland Road, Billings, MT at 11:00 am on Tuesday, May 18, 2021. Interested CONTRACTORS are encouraged to attend. Representatives of the Public Works Department and HDR Engineering, Inc. will be present to describe the project and answer questions.

CONTRACTOR and any of the CONTRACTOR’S subcontractors bidding or doing work on this project will be required to be registered with the Montana Department of Labor and Industry (DLI). Forms for registration are available from the Department of Labor and Industry, P.O. Box 8011, 1805 Prospect, Helena, Montana 59604-8011. Information on registration can be obtained by calling 1-406-444-7734. All laborers and mechanics employed by CONTRACTOR or subcontractors in performance of the construction work shall be paid wages at rates as may be required by the laws of Yellowstone County and the state of Montana. The CONTRACTOR must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin.

Each bid or proposal must be accompanied by a Certified Check, Cashier’s Check, or Bid Bond payable to the “City of Billings, MT” in an amount not less than ten percent (10%) of the total amount of the bid. Successful BIDDERS shall furnish an approved Performance Bond and a Labor and Materials Payment Bond, each in the amount of one hundred percent (100%) of the contract amount. Insurance as required shall be provided by the successful BIDDER(s) and a certificate(s) of that insurance shall be provided. Bids submitted via email shall have the bid bond scanned and included with the bid. Bids submitted via mail shall have any of the bid securities included.

No bid may be withdrawn after the scheduled time for the public opening of bids, which is 2:00 p.m. local time, Tuesday, May 25, 2021.
