INVITATION TO BID

Separate sealed bids for the construction of W.O. 20-11: Lake Hills Lift Station Rehabilitation will be received by the Billings City Clerk, P.O. Box 1178, Billings, MT 59103 or until 2:00 p.m. local time on Tuesday, April 27, 2021, and then publicly opened and read aloud.  The bid opening will be via Facebook Live on the City’s Facebook page: Billings MT City Government.  No hand delivered bids will be accepted.

The project consists of Lake Hills Lift Station Rehabilitation:

  • Remove existing drywell mounted pumps and reinstall in existing wetwell.
  • Abandon existing drywell and salvage equipment.  Backfill drywell with fill material as specified.
  • Rehabilitate wetwell interior with the application of a new liner.  Remove all wetwell interior equipment and material including platform, vent piping, and railing.
  • Install pumps with guide rails, cables, discharge piping, and new valve & meter vault.
  • Replace wetwell lid including hatch and vent to accommodate the removal of the pumps.
  • Provide new valve and meter vault to include new valves, associated piping and fittings, and flowmeter.
  • Tie-in 10” force main from the new meter vault to existing lift station force main.
  • Replace station control panel and all electrical components excluding the existing generator automatic transfer switch.  Electrical to include a new manual transfer switch and pin-and-sleeve connection for portable generator.
  • Remove existing jib crane and salvage to Owner.
  • Install new telemetry panel to include new PLC, UPS, level instruments, radio, and other equipment as detailed in bid documents.  New pump soft starts to be installed in separate pump control panel.  Install new antenna on existing roof mount.
  • Provide temporary bypass pumping as required.

There will be a non-mandatory Pre-Bid Conference for all bidders that will be held on-site at the Lake Hills Lift Station at 9:00 a.m. local time on Wednesday, April 14. The Lake Hills site is near the intersection of St. Andrews Drive and Venus Circle in the north part of Billings. Interest CONTRACTORS are encouraged to attend. A meeting will be conducted outside followed by CONTRACTORS, one at a time, being able to view the Lake Hills Lift Station Building and other pertinent facilities. Social distancing practices will be observed. Please limit personnel to one person per entirety.

CONTRACTOR and any of the CONTRACTOR’S subcontractors bidding or doing work on this project will be required to be registered with the Montana Department of Labor and Industry (DLI). Forms for registration are available from the Department of Labor and Industry, P.O. Box 8011, 1805 Prospect, Helena, Montana 59604-8011. Information on registration can be obtained by calling 1-406-444-7734. All laborers and mechanics employed by CONTRACTOR or subcontractors in performance of the construction work shall be paid wages at rates as may be required by the laws of Yellowstone County and the state of Montana. The CONTRACTOR must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin.

Each bid or proposal must be accompanied by a Certified Check, Cashier’s Check, or Bid Bond payable to the “City of Billings, MT” in an amount not less than ten percent (10%) of the total amount of the bid. Successful BIDDERS shall furnish an approved Performance Bond and a Labor and Materials Payment Bond, each in the amount of one hundred percent (100%) of the contract amount. Insurance as required shall be provided by the successful BIDDER(s) and a certificate(s) of that insurance shall be provided. Bids submitted via email shall have the bid bond scanned and included with the bid. Bids submitted via mail shall have any of the bid securities included.

No bid may be withdrawn after the scheduled time for the public opening of bids, which is 2:00 p.m. local time, Tuesday, April 27, 2021.
