Invitation To Bid
Separate sealed bids for the construction of City of Billings, W.O. 20-12: S. 32nd St. W. will be received by the Billings City Clerk, P.O. Box 1178, Billings, MT 59103, or until 2:00 p.m. local time on Tuesday, April 13, 2021, then publicly opened and read aloud. The bid opening will be via Facebook Live on the City’s Facebook page: Billings MT City Government. No hand delivered bids will be accepted.
The project consists of approximately 11,600 cubic yards of excavation, 4,500 tons of asphalt concrete, 5,500 linear feet of concrete curb & gutter, 5,000 square yards of miscellaneous concrete flatwork (sidewalk, median cap, driveways, etc.), 2,500 linear feet of storm drain improvements, 700 linear feet of sanitary sewer rehabilitation, 750 linear feet of water main installation, LED roadway lighting, traffic signal modifications, and other miscellaneous items related to roadway reconstruction.

There will be a non-mandatory in-person/virtual Pre-Bid Conference at 10:00 a.m. local time on April 1, 2021 held simultaneously at the Billings Public Library and via Zoom. Interested contractors are encouraged to attend. If you plan to attend, contact Ken Ard at ardk@billingsmt.gov for details on how to join the meeting.CONTRACTOR and any of the CONTRACTOR’s subcontractors bidding or doing work on this project will be required to be registered with the Montana Department of Labor and Industry (DLI). Forms for registration are available from the Department of Labor and Industry, P.O. Box 8011, 1805 Prospect, Helena, Montana 59604-8011. Information on registration can be obtained by calling 1-406-444-7734. All laborers and mechanics employed by CONTRACTOR or subcontractors in performance of the construction work shall be paid wages at rates as may be required by the laws of Yellowstone County and the state of Montana. The CONTRACTOR must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex, or national origin. Each bid or proposal must be accompanied by a Certified Check, Cashier’s Check, or Bid Bond payable to the “City of Billings, MT” in an amount not less than ten percent (10%) of the total amount of the bid. Successful BIDDERS shall furnish an approved Performance Bond and a Labor and Materials Payment Bond, each in the amount of one hundred percent (100%) of the contract amount. Insurance as required shall be provided by the successful BIDDER(s) and a certificate(s) of that insurance shall be provided. Bids submitted via email shall have the bid bond scanned and included with the bid. Bids submitted via mail shall have any of the bid securities included. No bid may be withdrawn after the scheduled time for the public opening of bids, which is 2:00 p.m. local time, April 13, 2021.
