INVITATION TO BID

Separate sealed bids for the construction of W.O. 19-21: Water Reclamation Facility Influent Lift Station will be received by the Billings City Clerk, P.O. Box 1178, Billings, MT 59103 or until 2:00 p.m. local time on Tuesday, December 15, 2020, and then publicly opened and read aloud.  The bid opening will be via Facebook Live on the City’s Facebook page: Billings MT City Government.  No hand delivered bids will be accepted.

The project generally consists of:

  • Digested sludge piping to and from the Primary Digester Building and Secondary Digester.
  • Slide gate, concrete channel, flow meter and piping for partial bypass of Primary Clarifiers.
  • Site piping rerouting to accommodate bypass pipeNew wastewater influent lift station with screw pumps.
  • Site work including 60-inch and 48-interceptors, 30-inch, 24 and 8-inch stormwater piping and associated structures.
  • Electrical and controls

There will be a non-mandatory Pre-Bid Conference for all bidders that will be held on November 17, 2020 at 1:00 P.M., local time on-site at the Billings Water Reclamation Facility, 725 Hwy 87 E. Interested CONTRACTORS are encouraged to attend. Representatives of the Public Works Department and HDR Engineering, Inc. will be present to describe the project and answer questions. The meeting will primarily be held outside with social distancing practiced. A limited number of people at a time will be allowed into buildings. Please limit personnel to one person per entity.

CONTRACTOR and any of the CONTRACTOR’S subcontractors bidding or doing work on this project will be required to be registered with the Montana Department of Labor and Industry (DLI). Forms for registration are available from the Department of Labor and Industry, P.O. Box 8011, 1805 Prospect, Helena, Montana 59604-8011. Information on registration can be obtained by calling 1-406-444-7734. All laborers and mechanics employed by CONTRACTOR or subcontractors in performance of the construction work shall be paid wages at rates as may be required by the laws of Yellowstone County and the state of Montana. The CONTRACTOR must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin.

Each bid or proposal must be accompanied by a Certified Check, Cashier’s Check, or Bid Bond payable to the “City of Billings, MT” in an amount not less than ten percent (10%) of the total amount of the bid. Successful BIDDERS shall furnish an approved Performance Bond and a Labor and Materials Payment Bond, each in the amount of one hundred percent (100%) of the contract amount. Insurance as required shall be provided by the successful BIDDER(s) and a certificate(s) of that insurance shall be provided. Bids submitted via email shall have the bid bond scanned and included with the bid. Bids submitted via mail shall have any of the bid securities included.

No bid may be withdrawn after the scheduled time for the public opening of bids, which is 2:00 p.m. local time on Tuesday, December 15, 2020.
