INVITATION TO BID

Separate sealed bids for the construction of W.O. 20-20:Walter Pump Station Pump Addition will be received by the Billings City Clerk, P.O. Box 1178, Billings, MT 59103 or until 2:00 p.m. local time on Tuesday, April 28, 2020, and then publicly opened and read aloud. The bid opening will be via Facebook Live on the City’s Facebook page: https://www.facebook.com/Billings-MT-City-Government-74352842013/. No hand delivered bids will be accepted.

The project generally consists of:

Walter Pump Station
• Removal and salvage of existing horizontal split case P-6 pump, motor, piping, electrical, and appurtenances
• Installation of a new horizontal split case P-6 pump and motor in Walter Pump Station
• Installation of suction and discharge piping associated with new pump
• Installation of low voltage VFD associated with new pump
• Upgrade the Pump Station Control Panel including the replacement of PLC, radio, Ethernet switch, and other controls equipment
• Install a new light pole with LED fixture including a new telemetry antenna and reinstallation of existing antenna

High Service Pump Station
• Installation of a new Zone 2 High Performance Butterfly Valve with electric actuator in the High Service Pump Station

The contract documents consisting of Drawings and Project Manual may be examined or obtained at the office of HDR Engineering, Inc., 970 South 29th Street West, Billings, MT 59102 in accordance with Article 2.01 of Instructions to Bidders. Hard copies of the Project Manual and Drawings (includes half-sized drawings only) can be obtained from HDR for a non-refundable payment of $50.00. Electronic pdfs of the Project Manual and Drawings can also be provided at no cost via One Drive or email. CONTRACTORS submitting a bid must be on the plan holders’ list, which requires obtaining a hard copy of the Project Manual from HDR Engineering.

There will be a virtual Pre-Bid Conference using Web-Ex and/or a conference call bridge at 9:00 a.m. local time on Wednesday, April 15, 2020. Interested CONTRACTORS are encouraged to attend. CONTRACTOR and any of the CONTRACTOR’S subcontractors bidding or doing work on this project will be required to be registered with the Montana Department of Labor and Industry (DLI). Forms for registration are available from the Department of Labor and Industry, P.O. Box 8011, 1805 Prospect, Helena, Montana 59604-8011. Information on registration can be obtained by calling 1-406-444-7734. All laborers and mechanics employed by CONTRACTOR or subcontractors in performance of the construction work shall be paid wages at rates as may be required by the laws of Yellowstone County and the state of Montana. The CONTRACTOR must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin.

Each bid or proposal must be accompanied by a Certified Check, Cashier’s Check, or Bid Bond payable to the “City of Billings, MT” in an amount not less than ten percent (10%) of the total amount of the bid. Successful BIDDERS shall furnish an approved Performance Bond and a Labor and Materials Payment Bond, each in the amount of one hundred percent (100%) of the contract amount. Insurance as required shall be provided by the successful BIDDER(s) and a certificate(s) of that insurance shall be provided. Bids submitted via email shall have the bid bond scanned and included with the bid. Bids submitted via mail shall have any of the bid securities included.

No bid may be withdrawn after the scheduled time for the public opening of bids, which is 2:00 p.m. local time, April 28, 2020.
