Separate sealed bids for the construction of W.O. 20-31: Lead Service Replacement Project will be received by the Billings City Clerk, 210 N. 27th Street, Billings, MT 59101 or P.O. Box 1178, Billings, MT 59103, until 2:00 p.m. local time, on Tuesday, April 14, 2020, and then publicly opened and read aloud.
The project consists of removing approximately 120 lead services (from water main to curb stop) and replacing them with new water service pipe and new curb stop.
The contract documents consisting of Drawings and Project Manual may be examined or obtained at the office of the City Engineer located at 2224 Montana Avenue, Billings, MT 59101 in accordance with Article 2.01 of Instructions To Bidders. Required deposit is $25.00 per set, which is not refundable.

There will be a Pre-Bid Conference at the office of the City Engineer, at 10:00 a.m., on April 7, 2020. Interested CONTRACTORS are encouraged to attend. Contractors will be limited to one attendee per company. There will also be conference call capabilities for attendees to listen remotely. CONTRACTOR and any of the CONTRACTOR’S subcontractors bidding or doing work on this project will be required to be registered with the Montana Department of Labor and Industry (DLI). Forms for registration are available from the Department of Labor and Industry, P.O. Box 8011, 1805 Prospect, Helena, Montana 59604-8011. Information on registration can be obtained by calling 1-406-444-7734. All laborers and mechanics employed by CONTRACTOR or subcontractors in performance of the construction work shall be paid wages at rates as may be required by the laws of Yellowstone County and the state of Montana. The CONTRACTOR must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin.
Each bid or proposal must be accompanied by a Certified Check, Cashier’s Check, or Bid Bond payable to the “City of Billings, MT” in an amount not less than ten percent (10%) of the total amount of the bid. Successful BIDDERS shall furnish an approved Performance Bond and a Labor and Materials Payment Bond, each in the amount of one hundred percent (100%) of the contract amount. Insurance as required shall be provided by the successful BIDDER(s) and a certificate(s) of that insurance shall be provided.
No bid may be withdrawn after the scheduled time for the public opening of bids, which is 2:00 p.m. local time, April 14, 2020.
