INVITATION TO BID

Separate sealed bids for the construction of Work Order 18-15, Voelker Pump Station Improvements and Staples Generator Projects will be received by the City of Billings at the Office of the City Clerk, 210 N. 27th Street, Billings, MT 59101 or P.O. Box 1178, Billings, MT 59103 until 2:00 p.m. local time on Tuesday, June 11, 2019, and then publicly opened and read aloud.

The project generally consists of the following work:

Schedule 1:  Voelker Pump Station
Installation of a new pump, VFD, controls, MCC, piping, valves, and fittings
Installation of a flow meter
Related electrical and control work

Schedule 2:  Staples Pump Station
Construction of a concrete pad and retaining wall for new generator
Installation of a new generator 
Site work including access drive and re-grading
Related electrical and control work

The contract documents consisting of Drawings and Project Manual may be examined or obtained at Morrison-Maierle, Inc., 315 N. 25th Street, Suite 102, Billings MT 59101 in accordance with Article 2.01 of Instructions to Bidders. Required deposit for 11”x17” plans and a set of specs are $100 per set, which is not refundable. An additional 22”x34” set of plans is also available for a required nonrefundable deposit of $35 per set.

There will be a Pre-Bid Conference at the office of City Engineer (2224 Montana Avenue, Billings, MT) at 2:30 o’clock p.m. on Monday, June 3, 2019. Site visits of the pump stations may occur at the CONTRACTORS request immediately following the Pre-Bid Conference. Interested CONTRACTORS are encouraged to attend.

CONTRACTOR and any of the CONTRACTOR’S subcontractors bidding or doing work on this project will be required to be registered with the Montana Department of Labor and Industry (DLI). Forms for registration are available from the Department of Labor and Industry, P.O. Box 8011, 1805 Prospect, Helena, Montana 59604-8011. Information on registration can be obtained by calling 1-406-444-7734. All laborers and mechanics employed by CONTRACTOR or subcontractors in performance of the construction work shall be paid wages at rates as may be required by the laws of Yellowstone County and the state of Montana. The CONTRACTOR must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin.

Each bid or proposal must be accompanied by a Certified Check, Cashier’s Check, or Bid Bond payable to the “City of Billings, MT” in an amount not less than ten percent (10%) of the total amount of the bid. Successful BIDDERS shall furnish an approved Performance Bond and a Labor and Materials Payment Bond, each in the amount of one hundred percent (100%) of the contract amount. Insurance as required shall be provided by the successful BIDDER(s) and a certificate(s) of that insurance shall be provided.

No bid may be withdrawn after the scheduled time for the public opening of bids, which is 2:00 p.m. local time, June 11, 2019.
