Description:

Separate sealed bids for the construction of W.O. 17-12, Landfill Drop-Off Facility will be received by the City of Billings at the Office of the City Clerk, 210 N. 27th Street, Billings, MT 59101 or P.O. Box 1178, Billings, MT 59103 until 2:00 p.m. local time on Tuesday, December 18, 2018, and then publicly opened and read aloud.

The project generally consists of:

Construction of a new drop-off facility, maintenance building and scale house for commercial and residential customers to unload material without accessing the working face of the landfill.  The project also includes C&D and HHW drop-off areas, a new scale plaza that will reuse the existing weigh scales, site work, a new diesel fueling station, site utilities and installation of approximately 4,600 linear feet of 8-inch water and fire main.  Note that potable water may not be available for connection at Jellison Road upon commencement of construction activities.

A MANDATORY non-mandatory pre-bid meeting for all bidders will be held on Wednesday, December 5th, 2018 at 10:00 AM at the City of Billings Operation Center, 4848 Midland Road, Billings MT.  Representatives of the Public Works Department and HDR Engineering, Inc. will be present to describe the project and answer questions.  The pre-bid meeting will have a formal sign-in process, which will become the official record of attendance for the purposes of determining eligible bidders.  Attendance at this meeting is not mandatory for any contractor to submit a bid as a prime, but all potential bidders are encouraged to attend.  In the event a bidder tenders a bid but did not attend the pre-bid meeting, the bid will be returned unopened.  The list of eligible bidders will be included in the Addenda issued for the project.

The contract documents consisting of a Project Manual may be examined or obtained at the office of HDR Engineering, Inc., 970 South 29th Street West, Billings, MT 59102 in accordance with Article 2.01 of Instructions to Bidders. Hard copies of the Project Manual (includes half sized drawings only) can be obtained from HDR for a non-refundable payment of $500. Electronic pdfs of the Project Manual and electronic 3D model of most the facilities can be obtained via a flash drive at a non-refundable cost of $50.

CONTRACTOR and any of the CONTRACTOR’S subcontractors bidding or doing work on this project will be required to be registered with the Montana Department of Labor and Industry (DLI). Forms for registration are available from the Department of Labor and Industry, P.O. Box 8011, 1805 Prospect, Helena, Montana 59604-8011. Information on registration can be obtained by calling 1-406-444-7734. All laborers and mechanics employed by CONTRACTOR or subcontractors in performance of the construction work shall be paid wages at rates as may be required by the laws of Yellowstone County and the state of Montana. The CONTRACTOR must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin.

Each bid or proposal MUST be accompanied by a Certified Check, Cashier's Check, or Bid Bond payable to the City of Billings, MT in an amount not less than ten percent (10%) of the total amount of the bid. Successful BIDDERS shall furnish an approved Performance Bond and a Labor and Materials Payment Bond, each in the amount of one hundred percent (100%) of the contract amount. Insurance as required shall be provided by the successful BIDDER(s) and a certificate(s) of that insurance shall be provided.

No bid may be withdrawn after the scheduled time for the public opening of bids.

The right is reserved to reject any or all proposals received, to waive informalities, to postpone the award of the contract for a period of not to exceed sixty (60) days, and to accept the lowest responsive and responsible bid which is in the best interest of the OWNER.
