Separate sealed bids for the construction of "City of Billings W.O. 18-01, Schedule 1: North 27th Street Water Main Replacement Project" will be received by the City of Billings at the Office of the City Clerk, 210 North 27th Street, Billings, MT 59101 or P.O. Box 1178, Billings, MT 59103 until 2:00 PM local time on Tuesday, May 15, 2018, and then publicly opened and read aloud.

The project consists of water main replacement work described in general by the following:

  • Base Bid:  4,120 LF of 16-inch PVC and 710 LF of 12-inch and smaller PVC water main replacement; fittings, valves, hydrants, and appurtenances; service reconnections; and associated work.  The Base Bid will be combined with one of the following Bid Alternatives.
  • Bid Alternative A:  790 LF of 16-inch PVC open-cut water main replacement, including two structure crossings with steel casings; at least one jack-and-bore of a casing is required.
  • Bid Alternative B:  745 LF of 16-inch Fusible PVC water main pipe bursting; one structure crossing has a Contractor option for either a jack-and-bore steel casing crossing or cured-in-place pipe (CIPP) lining.
  • Bid Alternative C:  745 LF of 16-inch CIPP water main lining.

The Contract Documents consisting of 11x17 Drawings and Project Manual may be examined or obtained at the office of DOWL, 222 North 32nd Street, Suite 700, Billings, MT 59101 in accordance with Article 2.01 of Instructions to Bidders. Required deposit is $50.00 per set, which is not refundable. Full size drawings are available upon request for an additional $50.00.
In addition, the same Drawings and Project Manual may be examined at the City of Billings Public Works Department, 2224 Montana Avenue, Billings, MT 59101. The Drawings and Project Manual have also been uploaded to www.montanabid.com, which posts to several independent Montana plan exchanges, including the Billings Builders Exchange, 2050 Broadwater Avenue, Suite A, Billings, MT, 59102.

Miscellaneous:
There will be a non-mandatory Pre-Bid Conference at the office of the City of Billings Public Works Department, 2224 Montana Avenue, Billings, MT 59101, at 10:00 AM, on Monday, April 30, 2018. Interested Contractors are encouraged to attend.
All bids and contracts submitted under this invitation shall comply with the provisions of Article 13-500 of the Billings Montana City Code unless modified in the Contract Documents.
Contractor and any of the Contractor's subcontractors bidding or doing work on this project will be required to be registered with the Montana Department of Labor and Industry (DLI). Forms for registration are available from the Department of Labor & Industry, P.O. Box 8011, 1805 Prospect, Helena, Montana 59604-8011. Information on registration can be obtained by calling (406) 444-7734. All laborers and mechanics employed by Contractor or subcontractors in performance of the construction work shall be paid wages at rates as may be required by the laws of Yellowstone County and the State of Montana. The Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin.
Each bid or proposal must be accompanied by a Certified Check, Cashier's Check, or Bid Bond payable to the City of Billings, Montana, in an amount not less than ten percent (10%) of the total amount of the bid. Successful bidders shall furnish an approved Performance Bond and a Labor and Materials Payment Bond, each in the amount of one hundred percent (100%) of the contract amount. Insurance as required shall be provided by the successful Bidder(s) and a certificate(s) of that insurance shall be provided.
No bid may be withdrawn after the scheduled time for the public opening of bids, which is 2:00 PM local time, Tuesday, May 15, 2018.
The right is reserved to reject any or all proposals received, to waive informalities, to postpone the award of the contract for a period of not to exceed sixty (60) days, and to accept the lowest responsive and responsible bid which is in the best interest of the City of Billings.
