TERMINAL EXPANSION PROJECT

The City of Billings, an Equal Opportunity Employer, is seeking Statements of Qualifications, in accordance with Title 18, Chapter 2, Part 5, MCA., from individuals or firms interested in serving as a General Contractor/Construction Manager (GC/CM) for the Airport Terminal Building Expansion project at the Billings Logan International Airport.  This project is estimated at $40,000,000 and is expected to be funded with Department of Transportation (DOT) – Federal Aviation Administration (FAA), Airport Improvement Program (AIP) grant funds, Passenger Facility Charge (PFC) funds, and other funds.  The intent of this solicitation is to identify qualified GC/CM candidates interested in participating in a collaborative process to bring the Airport Terminal Building Expansion Project to fruition in a timely and cost effective manner.  From the list of interested and qualified GC/CM candidates, the City of Billings will use a competitive, qualifications based, procurement process to select the finalists to proceed to a Request for Proposal (RFP) process in accordance with Title 18, Chapter 2, Part 5, MCA.  From those finalists, the City of Billings will select the GC/CM firm that is best qualified and best suits the City of Billings' needs and intent regarding the project.

The proposer/bidder shall carry out all applicable requirements of 49 CFR Part 26 in the award and administration of DOT assisted contracts.
