Separate sealed bids for the construction of W.O. 15-18 WTP Clearwell No. 2 Interior Re-coat will be received by the City of the Billings at the Office of the City Clerk, 210 North 27th Street, Billings, Montana 59101 or P.O. Box 1178, Billings, Montana 59103 until 2:00 p.m. local time on Tuesday, February 14th, 2017, and then publicly opened and read aloud. The project consists of:
Sandblasting, repair of any corrosion and structural deficiencies on the tank interior, and applying an interior coating to a 5,000,000 gallon welded steel ground level water storage tank. It is expected the construction of this project will begin when the weather permits in the spring of 2017. Warranty of the Work, including coatings, will be three years rather than the typical one year.

There will be a non-mandatory Pre-Bid Conference at the Public Works Belknap Service Center conference room, 2251 Belknap Ave., Billings, MT 59101 at 2:00 p.m. on Thursday, February 2nd, 2017. Interested Contractors are encouraged to attend.
Contractors and any of the Contractor’s subcontractors bidding or doing work on this project will be required to be registered with the Montana Department of Labor and Industry (DLI). Forms for registration are available from the Department of Labor and Industry, P.O. Box 8011, 1805 Prospect, Helena, Montana 59604-8011. Information on registration can be obtained by calling 406-444-7734. All laborers and mechanics employed by Contractor or subcontractors in performance of the construction work shall be paid wages at rates as may be required by the laws of Montana Prevailing Wage Rates or by Davis Bacon Wage Act. The Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin.
Each bid or proposal must be accompanied by a Certified Check, Cashier’s Check, or Bid Bond payable to the City of Billings in an amount not less than ten percent (10%) of the total amount of the bid. Successful Bidders shall furnish an approved Performance Bond and a Labor and Materials Payment Bond, each in the amount of one hundred percent (100%) of the contract amount. Insurance as required shall be provided by the successful Bidder(s) and a certificate(s) of that insurance shall be provided.
No bid may be withdrawn after the scheduled time for the public opening of bids as identified in this Invitation to Bid. The right is reserved to reject any or all proposals received, to waive informalities, to postpone the award of the contract for a period of not to exceed sixty (60) days, and to accept the lowest responsive and responsible bid which is in the best interest of the Owner.
