The project generally consists of the following:

  1. Design, construction, testing, and disinfection of a 2.0 MG concrete, AWWA D110 Type I or Type III prestressed potable water storage tank with pre-stressed floor slab, perimeter drains, valve vault and ancillaries.
  2. Design, construction and testing of a tank aeration mixing system.
  3. Construction and testing of approximately 75 lineal feet of 18-inch AWWA C200 welded steel and 120 lineal feet of 18-inch SDR 35 PVC reservoir drain/overflow piping.
  4. Construction, testing and disinfection of approximately 580 lineal feet of 30-inch AWWA C200 welded steel transmission piping and ancillaries to connect the new reservoir to the City’s distribution system.
  5. Construction of a new daylight structure and storm sewer connection for the reservoir drain/overflow piping, including approximately 230 lineal feet of 18-inch RCP, and 220 lineal feet of 6-inch SDR 35 PVC piping.
  6. Modifications to existing piping and vaults.
  7. Construction of a new access road, berm, fencing, and access gate.
  8. All associated electrical and control system work.

The Contractor shall, except as otherwise stated in the Contract Documents, provide and pay for all labor, materials, equipment, tools, construction equipment, taxes, licenses, permits, materials testing, inspection fees, and other facilities and services necessary for proper execution, testing, and completion of the work under this contract.

The contract documents, consisting of Drawings and Project Manual, may be examined or obtained at the office of Interstate Engineering, 1211 Grand Avenue, Suite 6, Billings, MT 59104 in accordance with Article 2.01 of Instructions to Bidders. Miscellaneous:
A non-mandatory pre-bid meeting for all bidders will be held Tuesday, March 18, 2014, at 1:00 PM at the Chapple Pump Station, located at 3300 Rim Point Drive, Billings, MT. Representatives of the Public Works Department and the Brown and Caldwell team will be present to describe the project and answer questions. A tour of the work areas will be provided.

This project will be financed by a loan from the Montana Safe Drinking Water Revolving Fund (SRF). Bidders shall comply with all requirements for projects funded by SRF. Bidders must comply with all applicable governmental and local agency requirements.

CONTRACTOR and any of the CONTRACTOR’S subcontractors bidding or doing work on this project will be required to be registered with the Montana Department of Labor and Industry (DLI). Forms for registration are available from the Department of Labor and Industry, P.O. Box 8011, 1805 Prospect, Helena, Montana 59604-8011. Information on registration can be obtained by calling 1-406-444-7734. All laborers and mechanics employed by CONTRACTOR or subcontractors in performance of the construction work shall be paid wages at rates as required by Federal Davis Bacon for Yellowstone County, Montana, and included in the Project Manual. The CONTRACTOR must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin.

Each bid or proposal must be accompanied by a Certified Check, Cashier's Check, or Bid Bond payable to the City of Billings, MT in an amount not less than ten percent (10%) of the total amount of the bid. Successful BIDDER(s) shall furnish an approved Performance Bond and a Labor and Materials Payment Bond, each in the amount of one hundred percent (100%) of the contract amount. Insurance as required shall be provided by the successful BIDDER(s) and a certificate(s) of that insurance shall be provided.

No bid may be withdrawn after the scheduled time for the public opening of bids.

The right is reserved to reject any or all proposals received, to waive informalities, to postpone the award of the contract for a period of not to exceed sixty (60) days, and to accept the lowest responsive and responsible bid which is in the best interest of the OWNER.
