The project consists of two separate bid schedules of water and/or sewer main rehabilitation work, consisting of the following general work and related miscellaneous items.
- Schedule 2 (water and sanitary sewer):
- Base Bid: 3,310 LF of 8-inch & 12-inch PVC water main (open cut) and
5,310 LF of 10-inch & 15-inch PVC sewer main (open cut)
- Bid Alternative A: 970 LF of 8-inch & 24-inch PVC sewer main (open cut)
- Bid Alternative B: 970 LF of 8-inch & 24-inch CIPP sewer main (trenchless)
- Schedule 3 (sanitary sewer only):
- Base Bid: 410 LF of 10-inch PVC sewer main (open cut) and
670 LF of 8-inch & 10-inch CIPP sewer main (trenchless)
- Bid Alternative A: 3,940 LF of 8-inch thru 12-inch PVC sewer main (open cut)
- Bid Alternative B: 3,920 LF of 8-inch thru 12-inch CIPP sewer main (trenchless)

The Contract Documents consisting of 11x17 Drawings and Project Manual may be examined or obtained at the office of DOWL HKM, 222 North 32nd Street, Suite 700, Billings, MT 59101 in accordance with Article 2.01 of Instructions to Bidders. Required deposit is $50.00 per set, which is not refundable. Full size drawings are available upon request for an additional $100.00.
In addition, the same Drawings and Project Manual may be examined at the City of Billings Public Works Department, 2224 Montana Avenue, Billings, MT 59101. The Drawings and Project Manual have also been uploaded to www.montanabid.com, which posts to the following independent Montana plan exchanges:

There will be a non-mandatory Pre-Bid Conference at the office of the City of Billings Public Works Department, 2224 Montana Avenue, Billings, MT 59101 at 10:00 AM on Monday, April 15, 2013. Interested Contractors are encouraged to attend.
Contractor and any of the Contractor's subcontractors bidding or doing work on this project will be required to be registered with the Montana Department of Labor and Industry (DLI). Forms for registration are available from the Department of Labor & Industry, P.O. Box 8011, 1805 Prospect, Helena, Montana 59604-8011. Information on registration can be obtained by calling (406) 444-7734. All laborers and mechanics employed by Contractor or subcontractors in performance of the construction work shall be paid wages at rates as may be required by the laws of Yellowstone County and the State of Montana. The Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin.
Each bid or proposal must be accompanied by a Certified Check, Cashier's Check, or Bid Bond payable to the City of Billings, Montana, in an amount not less than ten percent (10%) of the total amount of the bid. Successful bidders shall furnish an approved Performance Bond and a Labor and Materials Payment Bond, each in the amount of one hundred percent (100%) of the contract amount. Insurance as required shall be provided by the successful Bidder(s) and a certificate(s) of that insurance shall be provided.
No bid may be withdrawn after the scheduled time for the public opening of bids, which is 2:00 PM local time, Tuesday, April 23, 2013.
The right is reserved to reject any or all proposals received, to waive informalities, to postpone the award of the contract for a period of not to exceed sixty (60) days, and to accept the lowest responsive and responsible bid which is in the best interest of the City of Billings.The City of Billings is an Equal Opportunity Employer.
