REQUEST FOR PROPOSALS
The City of Billings, an Equal Opportunity Employer, requests proposals from qualified and experienced Concessionaires to operate up to five (5) Car Rental Concessions in the Airport Terminal Building. A pre-proposal meeting will be held on Thursday, May 12, 2022 at 10:00 a.m., MDT, in the Airport Terminal Building, 1901 Terminal Circle, Room 217, Billings, Montana.
Firms must present evidence that they are fully competent and have the necessary facilities, experience, and resources to fulfill the conditions of the agreement, which will ensure a high standard of service is afforded. Consideration shall be given to such matters as integrity, record of past performance, resources, and accessibility to other necessary resources. Billings Logan International Airport (BIL) reserves the right to reject any proposer, which in BIL’s opinion does not have adequate qualifications.

The Billings Logan International Airport is a recipient of Federal funds, and as such, is required by 49 CFR Part 23 to implement an Airport Concession Disadvantaged Business Enterprise (ACDBE) program. This ACDBE program requires the establishment of Disadvantaged Business Enterprise participation goals for the Automobile Rental Concessionaires. Successful Proposers for the Automobile Rental Concessions will be required to make a good faith effort to achieve any established ACDBE goals. Additional information concerning 49 CFR Part 23, Participation by Disadvantaged Business Enterprises in Airport Concessions, is included in the proposal packet.
All proposals must be submitted to the Office of the Director of Aviation and Transit, 1901 Terminal Circle, Room 216, Billings, Montana 59105 no later than 4:00 p.m., MDT, Friday, May 27, 2022. The City encourages proposals by qualified DBE businesses. The City reserves the right to reject any and all proposals, to waive informalities, and to accept the proposals that best serve the interest of the City.
