Separate sealed bids for the construction of WO 22-11: Staples 6MG Reservoir Repair will be received by the Billings City Clerk, at 210 N. 27th Street, Billings, MT 59101 or P.O. Box 1178, Billings, MT 59103 or until 2:00 p.m. local time on Tuesday, February 8, 2022, and then publicly opened and read aloud. The bid opening will be via Facebook Live on the City’s Facebook page: Billings MT City Government.
The project consists of:
• Installation of a Sikadur Combiflex Liner System around the entire perimeter of the interior floor to wall joint of the Staples 6MG Reservoir. The City has prepurchased custom 40-inch wide Hypalon Sheeting from Sika for this installation. Contractor will be required to purchase all additional materials associated with the Sikadur Combiflex system, including but not limited to Sikadur 31, Hi-Mod Gel adhesive, as necessary to install the Combiflex Liner System in accordance with manufacturer’s recommendations.
• This liner will be installed over an existing 20-inch wide Sikadur Combiflex Liner System. Surface preparation and installation of a neoprene barrier over the existing liner system is required.
• Repair of nine (9) existing 8-inch diameter core holes in the Staples 6MG Reservoir Floor.

There will be a non-mandatory Pre-Bid Conference for all bidders that will be held on-site at the Staples 6MG Reservoir at 10:30 a.m. local time on Wednesday, January 26th. The Staples site is located at 3113 Stanford Drive, at the intersection of 17th St. West and Stanford Drive. Interested CONTRACTORS are encouraged to attend. A meeting will be conducted outside followed by CONTRACTORS being able to view the interior of the Staples 6MG Reservoir. Interested contractors will need to comply with all confined space access procedures and will enter the reservoir under the City’s confined space entry permit. Bring your own climbing harness if you have one. The City will have a few climbing harnesses available for use. Social distancing practices will be observed. Please limit personnel to one person per entity.
CONTRACTOR and any of the CONTRACTOR’S subcontractors bidding or doing work on this project will be required to be registered with the Montana Department of Labor and Industry (DLI). Forms for registration are available from the Department of Labor and Industry, P.O. Box 8011, 1805 Prospect, Helena, Montana 59604-8011. Information on registration can be obtained by calling 1-406-444-7734. All laborers and mechanics employed by CONTRACTOR or subcontractors in performance of the construction work shall be paid wages at rates as may be required by the laws of Yellowstone County and the state of Montana. The CONTRACTOR must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin.
Each bid or proposal must be accompanied by a Certified Check, Cashier’s Check, or Bid Bond payable to the “City of Billings, MT” in an amount not less than ten percent (10%) of the total amount of the bid. Successful BIDDERS shall furnish an approved Performance Bond and a Labor and Materials Payment Bond, each in the amount of one hundred percent (100%) of the contract amount. Insurance as required shall be provided by the successful BIDDER(s) and a certificate(s) of that insurance shall be provided. Bids submitted via email shall have the bid bond scanned and included with the bid. Bids submitted via mail or hand delivered shall have any of the bid securities included.
No bid may be withdrawn after the scheduled time for the public opening of bids, which is 2:00 p.m. local time, Tuesday, February 8, 2022.
