INVITATION TO BID

 

Separate sealed bids for the completion of W.O. 22-17: Water Reclamation Facility Primary Digester Cleaning and Improvements will be received by the Billings City Clerk, 210 N. 27th Street, Billings, MT 59101, P.O. Box 1178, Billings, MT 59103, or  until 2:00 p.m. local time on Tuesday, January 18, 2022, and then publicly opened and read aloud.  The bid opening will be via Facebook Live on the City’s Facebook page:  Billings MT City Government.  

 

The project consists of:  Cleaning Primary Digester No. 1 at the City of Billings Water Reclamation Facility.  This work includes but is not limited to: hydro-washing digesters, removing and dewatering sludge, removal of hair, grease, plastics, soil, struvite, sediments, and all other debris present in Primary Digester No. 1.   Additionally, all three sets of the roof supported gas lances will be replaced. Contractor is responsible for removal of existing gas lances, fabrication of new gas lances (replacement in kind), and installation of new gas lances.  The mixer access opening will also need to be modified to change from a 2-piece hinged access door to a 1-piece bolted access cover.  After cleaning, gas lance replacement, and mixer access opening modifications, the seal around the perimeter of the tank roof (between the carbon steel roof and concrete wall) shall be removed and resealed, and the carbon steel roof shall be sandblasted and recoated with paint.

There will be a virtual non-mandatory Pre-Bid Conference using Zoom at 2:00 o’clock MST on January 6th, 2022. Interested CONTRACTORS are encouraged to attend. If you plan to attend, contact Jeremy Hauge at haugej@billingsmt.gov for details of how to join the meeting.

CONTRACTOR and any of the CONTRACTOR’S subcontractors bidding or doing work on this project will be required to be registered with the Montana Department of Labor and Industry (DLI). Forms for registration are available from the Department of Labor and Industry, P.O. Box 8011, 1805 Prospect, Helena, Montana 59604-8011. Information on registration can be obtained by calling 1-406-444-7734. All laborers and mechanics employed by CONTRACTOR or subcontractors in performance of the construction work shall be paid wages at rates as may be required by the laws of Yellowstone County and the state of Montana. The CONTRACTOR must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin.

Each bid or proposal must be accompanied by a Certified Check, Cashier’s Check, or Bid Bond payable to the “City of Billings, MT” in an amount not less than ten percent (10%) of the total amount of the bid. Successful BIDDERS shall furnish an approved Performance Bond and a Labor and Materials Payment Bond, each in the amount of one hundred percent (100%) of the contract amount. Insurance as required shall be provided by the successful BIDDER(s) and a certificate(s) of that insurance shall be provided. Bids submitted via email shall have the bid bond scanned and included with the bid. Bids submitted via mail or hand delivered shall have any of the bid securities included.

No bid may be withdrawn after the scheduled time for the public opening of bids, which is 2:00 p.m. local time, Tuesday, January 18th, 2021.
