Separate sealed bids for the construction of W.O. 15-35: Zone 1 WTP Waterline Improvements will be received by the City of Billings at the Office of the City Clerk, 210 N. 27th Street, Billings, MT 59101 or P.O. Box 1178, Billings, MT 59103 until 2:00 p.m. local time on Tuesday, September 10, 2019, and then publicly opened and read aloud.

The project generally consists of:

  • Tie-in new 30-inch Zone 1 discharge line south out of the HSPS to the 30-inch PCCP in Belknap Ave.
  • Connect existing 42-inch Zone 2 water main to the Zone 1 header located on the lower level of the High Service Pump Station.
  • Install new 8-inch and 6-inch at the Water Treatment Plant site and in Belknap Ave.
  • Plug existing 24-inch line south of the Filter Building.
  • Remove the 30-inch Butterfly Valve and associated bypass in Belknap Ave.
  • Provide temporary water via a 42-inch line tap at a hydrant in Garden Ave.
  • Provide additional temporary water supply as needed.

There will be a non-mandatory Pre-Bid Conference for all bidders that will be held on August 28, 2019 at 1:30 P.M., local time in the Conference Room at the Billings Public Works Department Service Center, 2251 Belknap Ave. Interested CONTRACTORS are encouraged to attend. Representatives of the Public Works Department and HDR Engineering, Inc. will be present to describe the project and answer questions. A site visit will be conducted after the meeting if needed.

CONTRACTOR and any of the CONTRACTOR’S subcontractors bidding or doing work on this project will be required to be registered with the Montana Department of Labor and Industry (DLI). Forms for registration are available from the Department of Labor and Industry, P.O. Box 8011, 1805 Prospect, Helena, Montana 59604-8011. Information on registration can be obtained by calling 1-406-444-7734. All laborers and mechanics employed by CONTRACTOR or subcontractors in performance of the construction work shall be paid wages at rates required by Federal Davis Bacon for Yellowstone County, Montana, and included in the Project Manual. The CONTRACTOR must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin.
Each bid or proposal MUST be accompanied by a Certified Check, Cashier's Check, or Bid Bond payable to the City of Billings, MT in an amount not less than ten percent (10%) of the total amount of the bid. Successful BIDDERS shall furnish an approved Performance Bond and a Labor and Materials Payment Bond, each in the amount of one hundred percent (100%) of the contract amount. Insurance as required shall be provided by the successful BIDDER(s) and a certificate(s) of that insurance shall be provided.

No bid may be withdrawn after the scheduled time for the public opening of bids.

The right is reserved to reject any or all proposals received, to waive informalities, to postpone the award of the contract for a period of not to exceed sixty (60) days, and to accept the lowest responsive and responsible bid which is in the best interest of the OWNER.
