The City of Billings requests proposals for a qualified firm to provide Architectural/Engineering and evaluative services necessary to complete a Plan for expansion of the Evidence Facility located at 4845 Midland Road in Billings, MT.   The selected firm may be required to provide up to seven (7) printed copies of the report for the City’s use and review and will be required to provide the final report and recommendation on thumb drive or other storage media.  The firm may also be required to make an oral presentation to City Council.  The firm must have extensive experience in Police or Federal Evidence Design, Planning, Processing and Storage Facilities and provide reference information for projects demonstrating said experience.

Phase One – The successful firm will develop a comprehensive Plan for the City of Billings for an expansion of the current Police Evidence Facility to handle the growth, regulation changes and additional needs that will meet the future needs of Evidence Storage for the Billings Police Department.  This should include a detailed plan of an expanded facility including costing and evaluation of options for the expansion, including recommendations regarding a whole project or a phased approach. The firm should analyze existing facilities and processes, develop conceptual designs and be detailed enough to derive good cost estimates of approved concepts.

Phase Two – Upon completion of Phase One and approval of funding by the city approval process, the City of Billings intends to retain the successful firm to provide final design and specifications for Bidding documents and Construction Administration Services for adherence to specifications and design throughout the project.

Special Requirements:
All proposals must be signed. An officer or other agent of a corporate vendor, if authorized to sign Contracts on its behalf; a member of a partnership; the owner of a privately owned vendor; or other agent if properly authorized by a Power of Attorney or equivalent document may sign a proposal. The name and title of the individual(s) signing the proposal must be clearly shown immediately below the signature.

Seven (7) copies of the proposal must be submitted to the City Facilities Manager no later than 5:00 pm on December 9, 2016. All copies of the proposals must be under sealed cover and plainly marked with the project name. Proposals shall be delivered or mailed to:

Proposals due date: December 9, 2016 by 5:00 pm
Interviews (if necessary): during the week of December 12th, 2016, depending on schedules.

Contract award: by January 25th, 2017
Coordination meeting with City Staff: by January 25, 2017

Interim Recommendations: Negotiable with successful firm although for Phase one within 60 days.

Final report: For Phase I by March 31, 2017 although estimates may be required earlier.
