All bids and contracts submitted under this invitation shall comply with the Provision of Article 13-500, Billings, Montana City Code unless modified in the Contract Documents.All bidders are encouraged to attend a pre-bid conference to be held at the offices of Parks, Recreation and Public Lands at 390 North 23rd Street Billings, Montana, 59101 on Monday, September 12, 2016 at 2:00 PM local time. All laborers and mechanics employed by the contractors or subcontractors in performance of the construction work shall be paid wages at rates as required by the laws of the State of Montana. The Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex, or national origin.
Each bid or proposal must be accompanied by a Certified Check, Cashier’s Check, or Bid Bond payable to the City of Billings, in the amount not less than ten percent (10%) of the total amount of the bid. The successful BIDDER shall furnish an approved Performance Bond and a labor and materials Payment Bond, each in the amount of one hundred percent (100%) of the contract amount. Insurance, as required, shall be provided by the successful BIDDER(s) and a certificate(s) of that insurance shall be provided to the City of Billings prior to starting work.
No bid may be withdrawn after the scheduled time for the private opening of bids, which is 2:00 p.m. Tuesday, September 20, 2016.
The right is reserved to reject any or all proposals received, to waive informalities, to postpone the award of the contract for a period not to exceed sixty (60) days, and to accept the bid, which is in the best interests of the City of Billings, Montana.
