The construction project is in the range of $50 million and generally consists of:
- (3) New 140 foot diameter secondary clarifiers.
- Conversion of existing aeration basins and square secondary clarifiers into bioreactors.
- Expansion and rehabilitation of the Administration Building and Laboratory.
- Modifications to incoming interceptors including bypass pumping.
- Addition of a fine screen and a vortex grit removal unit in the Headworks.
- Replacement of primary influent piping up to existing primary clarifiers and underneath to center column.
- Upgrades to the Scum Pump Station, Primary Sludge Pump Station and Rotary Screen Building including pumps, piping and valve replacement.
- Addition of a 5th pump in the Secondary Pump Station and addition of a second force main to bioreactors.
- Rehabilitation of existing splitter box for the bioreactors.
- Addition of a third UV train and provisions for a fourth.
- Upgrades to the air flotation thickeners.
- New primary sludge gravity thickener and Gravity Thickener Building expansion.
- Replacement of Secondary Digester floating gasholder cover.
- Addition of a third centrifuge.
- Rehabilitation of the Solids Processing Building to house new chemical facilities.
- New corrosion and odor control facilities and HVAC upgrades throughout the plant.
- New engine-generator to power plant switchgear and various electrical upgrades.
- Replacement of 120 volt power in numerous existing facilities.
- SCADA controls and network upgrades.
- Site piping, grading and paving associated with plant improvements.
Notice is hereby given that the City of Billings determined that all bidders on the project W.O. 14-11: Water Reclamation Facility – Nutrient Upgrade, Expansion and Improvements to be undertaken by the City of Billings must be prequalified prior to submitting bids. It is mandatory that all General Contractors who intend to submit bids fully complete the prequalification questionnaire and be approved by the City of Billings to be on the Bidders list. No bids will be accepted from a Contractor that has failed to comply with these requirements. If two or more business entities wish to submit a bid on this project as a Joint Venture, or expect to submit a bid as part of a Joint Venture, each entity within the Joint Venture must be separately qualified to bid.
The City of Billings intends to Bid W.O. 14-11: Water Reclamation Facility – Nutrient Upgrade, Expansion and Improvements in October 2016 and Award a contract to the lowest, responsive, responsible bidder in November of 2016. If the successful Bidder is unable to execute the contract, at no fault of the City of Billings, the City reserves the right to reject the bid and award the contract to the next lowest, responsive, prequalified bidder.
All information provided will be kept confidential to the extent permitted by law, although the contents may be disclosed to third parties for the purpose of verification, investigation of substantial allegations, and in the process of an appeal hearing.

The prequalification package consists of the following: 1. Section 00200: Instructions for Prequalification of Bidders 2. Section 00205: Prequalification Questionnaire 3. Contractor’s Insurance Guide 4. Project information available electronically after registering with HDR Engineering includes: o Overall Project Site Plan o Preliminary (not for construction) 3D model of facilities to be constructed.No fee will be required for Items 1-3 for the prequalification package and this will be emailed to prospective General Contractors. Information for Item 4 will be sent on a flash drive overnight to General Contractors who request it for a fee of $75. CONTRACTORs bidding or doing work on this project will be required to be registered with the Montana Department of Labor and Industry (DLI). Forms for registration are available from the Department of Labor and Industry, P.O. Box 8011, 1805 Prospect, Helena, Montana 59604-8011. Information on registration can be obtained by calling 1-406-444-7734. The right is reserved to reject any or all proposals received and to waive informalities.
