The contract documents consisting of Drawings and Project Manual (including Geotechnical Reports) may be examined or obtained at the office of Morrison-Maierle, Inc., 315 N. 25th Street, Suite 102, Billings MT 59101. Required deposit for 11”x17” plans and a set of specs are $50 per set, which is not refundable. An additional 22”x34” set of plans is also available for a required nonrefundable deposit of $25 per set.

Miscellaneous:
There will be a mandatory Pre-Bid Conference at the Wastewater Treatment Plant Administrative Building – Conference Room 725 Highway 87 East at 2:00 P.M. on Tuesday, April 5, 2016. Everyone attending must check-in upon arrival to the Administrative Building. Representatives of the Public Works Department will be present to describe the project and answer questions.

All bids and contracts submitted under this invitation shall comply with the Provision of Article 13-500, Billings, Montana City Code unless modified in the contract documents.

Contractor's and any of the Contractor's subcontractors doing work on this project will be required to obtain registration with the Montana Department of Labor and Industry (DLI). Forms for registration are available from the Department of Labor and Industry, P.O. Box 8011, 1805 Prospect, Helena, Montana 59604-8011. Information on registration can be obtained by calling 1-800-556-6694. Contractors are required to have registered with the DLI prior to award of this project.

All laborers and mechanics employed by Contractors or subcontractors in performance of the construction work shall be paid wages at rates in accordance with the Montana Statewide Prevailing Wage Rates included in the Project Manual.

The Contractor must ensure that employees and applicants for employment are not discriminated against because of their actual or perceived race, color, national origin, ancestry, religion, creed, sex, age, marital or familial status, physical or mental disability, sexual orientation, gender identity or expression, or because of their association with a person or group of people so identified.

Each bid or proposal must be accompanied by a Certified Check, Cashier's Check, or Bid Bond payable to the City of Billings, in an amount not less than ten percent (10%) of the total amount of the bid. Successful BIDDERS shall furnish an approved Performance Bond and a Labor and Materials Payment Bond, each in the amount of one hundred percent (100%) of the contract amount. Insurance as required shall be provided by the successful BIDDER(s) and a certificate(s) of that insurance shall be provided.

No bid may be withdrawn after the scheduled time for the public opening of bids.

The right is reserved to reject any or all proposals received, to waive informalities, to postpone the award of the contract for a period of not to exceed sixty (60) days, and to accept the lowest responsive and responsible bid which is in the best interest of the Owner.
