The program will fund the acquisition and rehabilitation of vacant, foreclosed homes to offer to low-to-moderate income households through the City’s First Time Homebuyer Program. The program may also include the purchase of vacant, foreclosed homes that must be demolished due to the cost of rehabilitation.

The City is requesting proposals from Lead-Safe Certified General Contractors to complete renovations and rehabilitation of properties acquired under the program. The scope of services may include carpentry, framing, drywall, doors, windows, demolition, excavation, masonry and subcontracting. All HVAC, Electrical and Plumbing will be subcontracted to licensed contractors in those areas.

Women-owned, minority-owned, and businesses owned by and / or employing low-income persons are encouraged to apply.

Proposal packets can be picked up from the Community Development Division, 6th Floor of Miller Building, and 2825 3rd Ave North, Billings, MT 59101 beginning Friday, February 6, 2015. The proposal packet may also be obtained by emailing Lynda Woods at woodsl@ci.billings.mt.us.

Proposals must be received by 5:00pm on Friday, February 27, 2015. Proposals can either be mailed to the City of Billings - Community Development Division, PO Box 1178, Billings, MT 59103, OR be dropped off at the Community Development Division office located on the 6th Floor of the Miller Building, 2825 3rd Ave North, Billings, MT 59101. Oral, telephone, faxed or emailed proposal will not be accepted.

The right is reserved to reject any or all proposals received, to waive irregularities, to postpone the award of the contract for a period of not to exceed ninety (90) days, and to accept that proposal which is in the best interests of the City of Billings, Montana. Award of any contracts contingent upon approval by Billings City Council.
