The project generally consists of:
Installation of a spray-on liner system within the existing Staples 3MG Reservoir, including all necessary surface preparation and prime coating. Construction of a new enlarged access hatch, demolition of the existing CMU baffle wall and installation of a new membrane curtain baffle wall system.

| The contract documents consisting of Drawings and Project Manual may be examined or obtained at the office of HDR Engineering, Inc., 2913 Millennium Circle, Billings, MT 59102 in accordance with Article 2.01 of Instructions to Bidders. Copies of the Contract Documents can be obtained from HDR for a non-refundable payment of $30. In addition, the Drawings and Project Manual may also be examined at the Office of the City Engineer, 2224 Montana Avenue, Billings, MT 59101, and Billings Builders Exchange, 2050 Broadwater Ave, Suite A, Billings, MT 59102.

| A MANDATORY pre-bid meeting for all bidders will be held on Tuesday, July 16th, 2013 at 9:00 AM at the 3MG Staples Reservoir site. Representatives of the Public Works Department and HDR Engineering, Inc. will be present to describe the project and answer questions. A tour of the work area will be provided. The pre-bid meeting will have a formal sign-in process, which will become the official record of attendance for the purposes of determining eligible bidders. Attendance at this meeting is mandatory for any contractor to submit a bid as a prime. In the event a bidder tenders a bid but did not attend the pre-bid meeting, the bid will be returned unopened. The list of eligible bidders will be included in the Addenda issued for the project. CONTRACTOR and any of the CONTRACTOR’S subcontractors bidding or doing work on this project will be required to be registered with the Montana Department of Labor and Industry (DLI). Forms for registration are available from the Department of Labor and Industry, P.O. Box8011, 1805 Prospect, Helena, Montana 59604-8011. Information on registration can be obtained by calling 1-406-444-7734. All laborers and mechanics employed by CONTRACTOR or subcontractors in performance of the construction work shall be paid wages at rates as may be required by the laws of Yellowstone County and the state of Montana. The CONTRACTOR must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin. Each bid or proposal must be accompanied by a Certified Check, Cashier's Check, or Bid Bond payable to the City of Billings, MT in an amount not less than ten percent (10%) of the total amount of the bid. Successful BIDDERS shall furnish an approved Performance Bond and a Labor and Materials Payment Bond, each in the amount of one hundred percent (100%) of the contract amount. Insurance as required shall be provided by the successful BIDDER(s) and a certificate(s) of that insurance shall be provided. No bid may be withdrawn after the scheduled time for the public opening of bids, which is 2:00 p.m. local time, July 23, 2013. The right is reserved to reject any or all proposals received, to waive informalities, to postpone the award of the contract for a period of not to exceed sixty (60) days, and to accept the lowest responsive and responsible bid which is in the best interest of the OWNER.
