INVITATION TO BID

Separate sealed bids for the completion of W.O.22-27: Landfill Gas Compliance Flare Procurement will be received by the Billings City Clerk, 210 N. 27th Street, Billings, MT 59101, P.O. Box 1178, Billings, MT 59103, or until 2:00 p.m. local time on Tuesday, May 17th, 2022, and then publicly opened and read aloud.  The bid opening will be via Facebook Live on the City’s Facebook page:  Billings MT City Government.  

The project consists of:  Furnishing one (1) Landfill Gas Compliance Flare package to the City of Billings Landfill.  The construction and installation of the Landfill Gas Compliance Flare will be completed under a separate installation contract.

The plans, specifications and the official plan holders list may be examined through this site for no charge. In addition, the Drawings and Project Manual may also be examined at www.montanabid.com.

There will be a virtual Pre-Bid Conference using Microsoft Teams at 10:00 a.m. MST on Tuesday, April 26th. Interested parties are encouraged to attend.  If you plan to attend, contact Jeremy Hauge at for details of how to join the meeting.

SELLER and any of the SELLER’S subcontractors bidding or doing work on this project will be required to be registered with the Montana Department of Labor and Industry (DLI). Forms for registration are available from the Department of Labor and Industry, P.O. Box 8011, 1805 Prospect, Helena, Montana 59604-8011.  Information on registration can be obtained by calling 1-406-444-7734.  The SELLER must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin.

Each bid or proposal must be accompanied by a Certified Check, Cashier’s Check, or Bid Bond payable to the “City of Billings, MT” in an amount not less than ten percent (10%) of the total amount of the bid.  Successful BIDDERS shall furnish an approved Performance Bond and a Labor and Materials Payment Bond, each in the amount of one hundred percent (100%) of the contract amount.  Insurance as required shall be provided by the successful BIDDER(s) and a certificate(s) of that insurance shall be provided.  Bids submitted via email shall have the bid bond scanned and included with the bid.  Bids submitted via mail or hand delivered shall have any of the bid securities included.

No bid may be withdrawn after the scheduled time for the public opening of bids, which is 2:00 p.m. local time, Tuesday, May 17th, 2022.
