All proposals must be submitted to the Office of the Director of Aviation and Transit, Billings Logan International Airport, 1901 Terminal Circle, Room 216, Billings, Montana 59105, no later than 4:00 p.m., MST, Wednesday, December 8, 2021. The City may, at its option, short list from the RFPs submitted and request the selected firms to make a presentation before a selection panel shortly thereafter.

Firms must present evidence that they are fully competent and have the necessary facilities, experience, and resources to fulfill the conditions of the agreement, which will ensure a high standard of service is afforded. Consideration shall be given to such matters as integrity, record of past performance, technical resources, and accessibility to other necessary resources. Billings Logan International Airport (BIL) reserves the right to reject any applicant which, in BIL’s opinion does not have adequate qualifications. BIL reserves the right to terminate selection proceedings at any time.

BIL has established an overall DBE goal for the year. Under any contract derived from this solicitation, the Airport is adopting a race-neutral means of facilitating DBE participation. The proposer/offeror shall not discriminate on the basis of race, color, national origin, or sex in the performance of this contact. The proposer/offeror shall carry out all applicable requirements of 49 CFR Part 26 in the award and administration of DOT assisted contracts.
