Sec. 24-601. - Parking.
(a)No person shall park a bicycle upon a street, other than upon the roadway against the curb or upon the sidewalk in a rack to support the bicycle or against a building or at the curb, in such a manner as to afford the least obstruction to pedestrian traffic.

(b)No person shall leave a bicycle unsecured in a public place.

(c) "Unsecured bicycle" shall be defined as an unattended bicycle which does not have an independent locking device affixed thereto in a manner so as to deter theft of the bicycle.

Sec. 24-602. - Riding on sidewalks.
(a) No person shall ride a bicycle on a sidewalk within a business district except authorized law enforcement personnel. For purposes of this section, "business district" is defined as any district zoned NC, CC, CBD, HC, CI, and HI pursuant to section 27-201 of this Code.

(b) Whenever any person is riding a bicycle upon a sidewalk, such person shall yield the right-of-way to any pedestrian.

Sec. 24-605. - Protective bicycle helmets shall be worn.
(a) All individuals under sixteen (16) years of age while operating a bicycle upon any way in the city limits must wear a protective bicycle helmet of good fit which is securely fastened to the operators head.

(b) It is unlawful for any parent or legal guardian of a person under sixteen (16) years of age to permit such person to operate or be a passenger on a bicycle or on any attachment to a bicycle upon a way unless at all times when the person is so engaged he or she wears a protective bicycle helmet of good fit, which is securely fastened to such person's head.

Sec. 24-603. - Impoundment.
(a) The city is authorized to take possession of any bicycle owned by any person that has violated, as to the bicycle, any of the provisions of this chapter, and has authority to remove such bicycle from the streets, alleys or other public places where the violation occurs, and to store and keep possession thereof until the owner of such bicycle appears and claims the same in accordance with section 24-1010.

(b) There shall be a fee as prescribed from time to time by council resolution before any impounded unlicensed bicycle is returned to the owner, and in addition if the person resides within the city limits the bicycle must be licensed.

Sec. 24-802. - Use of Crosswalks in business district only.
No pedestrian shall cross a roadway other than in a crosswalk in the business district.
