The Billings-Yellowstone County Metropolitan Planning Organization is seeking public input to better understand how the public currently uses the 21st St. Underpass and to gather input on issues and priorities regarding barriers to use of the underpass. The goal of this study is to identify strategies for improving the underpass to benefit the safety of all users.
