CDBG-CV Grant Applications


The City of Billings will award Coronavirus Aid, Relief, and Economic Security (CARES) Act funding (CDBG-CV) to eligible nonprofit organizations and/or public agencies to support coronavirus response for low-income individuals and families in Billings. 

Application Submission

  • Step One: Download the CDBG-CV Grant Application Guidebook and become familiar with the process, details, and timelines. Gather the required information in preparation for completing the online application forms.

  • Step Two: Complete and submit the online General & Organization Information - Part 1 application form which will include general applicant organization information. Part 1 must be completed and submitted ONCE, regardless of the number of projects / activities proposed.

  • Step Three: Complete and submit one or more of the following applications:

    • Public Services - Part 2 Application: Utilize this application if seeking an award over $15,000! Public services are generally social services provided to those in need. Activities may include emergency subsistence payments, health / mental health care, food delivery, non-congregant shelter, internet access, etc.
      • Seeking a public service award under $15,000? A fast-track allocation process for public service awards up to $15,000 is being reviewed by the Billings City Council on December 20, 2021. If approved, an application cover sheet and attachment instructions will be posted here
    • Public Facility - Part 3 ApplicationOn-site improvements to buildings or properties owned by the government or owned by a nonprofit organization and the property is open to the general public during normal business hours. Activities may include new public restrooms, handwashing stations, wireless internet access in public spaces, and small-scale construction projects to enhance social distancing. 

If an organization is proposing more than one project / activity, multiple Part 2 and / or Part 3 applications may be submitted.


The CDBG-CV application will open on Friday, December 10, 2021 and a complete application must be submitted by 5:00pm MST on Friday, January 28, 2022.  

Technical assistance on eligibility and the submission process is available until 5:00pm on Friday, January 21, 2022. While every effort will be made to respond to requests for technical assistance within 24 business hours, applicant patience is requested.
